About the Assocation
The Vermont Town and City Management Association is a membership organization that was created in 1977 to “increase the knowledge and ability of local government managers, and to promote increased professional management of Vermont municipalities”.
Eligible members are persons appointed Town or City Manager, Chief Administrator, Assistant Town or City Manager or Administrative Assistant to a Town or City Manager, or who hold a similar position in any municipality or municipal district in the State of Vermont. There are categories of membership for full, lifetime, contributing, honorary and student members as well.
VTCMA offers a spring and fall conference for managers as well as regional lunch meetings the rest of the year. Both luncheons and conferences offer educational and networking opportunities to managers whose positions are frequently somewhat isolated from both the boards for whom they work and residents who see them in a public role. VTCMA offers a stipend to the annual ICMA conference to a VTCMA member who might not otherwise be able to attend. VTCMA funds a survey of municipal executive officer compensation, which is provided annually to members.
Annual awards recognize the efforts of members in two areas, Outstanding Achievement and Distinguished Service. Awards are made at the fall conference.
VTCMA is affiliated with the International City Management Association (ICMA) in Washington D.C. Together, VTCMA and ICMA provide to members a senior advisor, a member of VTCMA who is retired from a career in municipal management in Vermont. The Vermont senior advisor is Bill Finger. Bill served as manager in W. Rutland, Shelburne, and Middlebury, Vermont. He has also served as Selectperson, planning commissioner, moderator and recreation committee member in his hometown of Lincoln. The purpose of the senior advisor program, partially sponsored by ICMA, is to provide managers with someone who understands their issues, both from a professional and personal perspective, and who can offer advice and support, particularly in times of crisis or transition. Bill may be reached via email at email@example.com or 802-453-4296.
